Development Agencies have been established with the aim of improving the cooperation between public section, private section and non-governmental organizations, ensuring the efficient and appropriate usage of the sources and accelerating the Regional development by realizing the local potential, ensuring the sustainability and decreasing the developmental differences between regions and within the region.

There are 26 development agencies in our country. Serhat Development Agency (SERKA) operating in Ağrı, Ardahan, Iğdır and Kars is one of the development agencies established with the aim of accelerating the local development process and realizing the activities which are of vital importance for the region where they are. The Agency launched its activities in the Region following the General Secretary's coming to the duty in 2010 and first-employment process in April 2010.

Board of Directors Network of Serhat Development Agency’s decisive body consists of Governors of Ağrı, Ardahan, Iğdır and Kars, Mayos, Chairpersons of Chambers of Trade and Industry and Chairpersons of General Provincial Assembly (totally 16 members). Governors carry out the position of Chairperson of Board of Directors for one year by turns.

Iğdır Investment Support Office (ISO) launched its operation in the building of Iğdır Chamber of Commerce and Industry on 23 May 2011 following the assignment of Office Coordinator in accordance with the decision taken in 12th Session of Board of Directors dated 25.02.2011 of Serhat Development Agency. Iğdır Investment Support Office was moved upon the decision taken in 57Th Ordinary Board of Directors Meeting dated 22 May 2018.

Duties and Authorizations of Investment Support Offices

Notifying the investors and providing consultancy service,
Following the investments to accelerate the investment process,
Advertising and having the business and investment opportunities in a national and international scale advertised in cooperation with the related institutions
Bringing the local and national stakeholders together by revealing the internal dynamics of the province,
Drawing informative documents, reasonable investment areas and investment feasibility reports and sectoral research reports for investors,
Submitting the processes of investment incentive document application, monitoring and closing up processes, permit and/or license activities or other administrative activities of the investors to the related authorities and carrying out the necessary activities,
Detecting the obstacles and problems which the investors might come across and attempting before the related authorities in the solutions of the problems,
Drawing annual and semi-annual operation reports and presenting such reports to General Secretary,
